Asphalt Paving, Recycled Asphalt and Gravel Driveways in Blackshear

Blackshear sits on two kinds of ground, and an asphalt paving contractor in Blackshear has to plan for both. Sandy rises drain fast, but the flats between them hold water after summer storms. On the flats, a gravel drive ruts and holds puddles near the road. Near the Alabaha River, low roads flood when the river climbs.

All State Trucking, Paving and Construction is an asphalt paving company based in Waycross, about 10 miles west on US-84. Blackshear is part of our service area, and asphalt millings driveways are our specialty. We also build gravel drives and pave small lots across Pierce County. What is the ground like under a Blackshear driveway?

NRCS soil maps show the most common soil around downtown Blackshear is Tifton loamy sand. It sits on the rises and drains well. Small bits of ironstone are mixed all through it. Even in late winter, its water table stays about 4 to 5 feet down.

Flatter ground nearby carries soils like Irvington loamy sand. There, the NRCS puts the water table just 1.5 to 3 feet down in winter and spring. The creek bottoms near town are mapped as poorly drained ground that floods often.

Heavy summer rain keeps those flats soggy. A NOAA weather station between Waycross and Blackshear averages about 50 inches of rain a year. The three summer months bring close to 20 of those inches.

On the flats, a drive has to sit up out of the wet ground. We grade a crowned base that sheds rain to the sides. Then we build crusher run and gravel driveways or recycled asphalt drives on top of it.

Worn driveways at in-town Blackshear homes

The 2020 Census counted 3,506 people in Blackshear, the Pierce County seat. Census estimates show about eight in ten homes in town are detached houses. The median home dates to about 1983, and about one in four went up in the 1970s.

Old gravel thins out, and old asphalt cracks and crumbles at the edges. Once the low spots are graded, recycled asphalt millings can go right over either one. For a smooth black surface, we pave hot mix asphalt drives too.

About four in ten homes in town are rented, by the same Census estimates. We work for property managers as well. A rutted rental drive can be re-graveled or topped with millings.

Farm country around Blackshear

Past the city limits, Pierce County is farm and timber country. The 2022 farm census found 345 farms covering about 85,600 acres. Cotton and peanuts led the crop acres, and the county ranked second in Georgia for tobacco sales.

About three homes in ten in the county are mobile homes, by Census estimates. The Census Bureau estimates the county added about 1,000 people from 2020 to 2025. Permits for new single-family homes ran from 54 to 96 a year from 2021 through 2025.

The county's 2022 long-range plan lists drainage on dirt roads as a local need. Harvest trucks are heavy, and a lane on wet sand ruts under them. For farm lanes and private roads, we build the base in layers and finish with recycled asphalt or chip seal.

Which office approves a new drive or lot in Blackshear?

Inside the city limits, a paved drive on city right of way needs a permit before work starts. The city code says to get that permit from the city superintendent of public works. It also says a drive built there out of spec comes out at the owner's expense.

Building permits in Blackshear go through the Pierce County Joint Planning Commission, which also serves the county. The joint zoning code says parking areas must drain without harming the street or the lots next door. It calls for stalls at least 9 feet wide and 20 feet long, with each space marked. We pave small church and business parking lots and mark the lines on the lots we pave.

US-84, GA-15, GA-121 and GA-203 are state routes. A new or widened drive onto one of them needs a GDOT permit first. Pierce County falls under GDOT's District 5 Area 2 office, and we point you there.

Blackshear FAQ

Questions We Hear Around Blackshear

A few of the questions we hear most around Blackshear. If yours is not here, call or text and ask.

Call (912) 239-0212

Is Blackshear in your service area?
Yes. Blackshear is about 10 miles from Waycross on US-84, and we work all over Pierce County. Our own dump trucks haul the material in. The written quote covers the material, the hauling and the install.
How is a driveway priced in Blackshear?
Most of the price comes from the size of the drive and the base it needs. A drive on a dry Tifton rise usually needs less base than one on a wet flat. A long county drive also takes more material and more truck trips. We look at the job and put a free estimate in writing.
Can recycled asphalt go over my old gravel drive?
Often, yes. The ruts and soft spots get graded out first, so water runs off the drive. A paving machine spreads the millings over the old gravel, and a vibratory roller packs them down. Over the next few months, the millings tighten and cure.
My drive crosses a ditch by a county road. What does the county require?
Pierce County's code says a drive over a roadside ditch from a county road needs a culvert there. Filling the ditch in is not allowed. The county Road Department is a good first call. On a state route like US-84, the GDOT permit comes first.
Do you sealcoat or chip seal in Pierce County?
Yes. We sealcoat asphalt drives and small lots once the asphalt has cured. We lay chip seal, or tar and chip, on farm lanes and private roads too. Call or text (912) 239-0212 and tell us about the job.
