Recycled Asphalt
Recycled asphalt driveways are our specialty, built from crushed and screened asphalt millings. We lay them with a paving machine and pack them in with a vibratory roller.

Downtown Hazlehurst sits on flat, sandy ground. NRCS soil maps put Leefield loamy sand under City Hall and the courthouse, and rate it somewhat poorly drained. In wet months, its water table can rise to about 2 feet below the surface. On ground like that, a thin gravel drive can rut and hold puddles after a summer storm.
All State Trucking, Paving and Construction is an asphalt paving contractor in Waycross, about 50 miles south. Hazlehurst is part of our service area, and our specialty is recycled asphalt driveways. We also pave with hot mix asphalt and build gravel drives. Call or text (912) 239-0212, and we will look at the job and put a free estimate in writing.

Within a mile or two of downtown, more than a quarter of the ground is Pelham loamy sand. NRCS rates it poorly drained and frequently flooded. In wet months, its water table can come within about 6 inches of the surface. The Fuquay loamy sand on higher ground is rated well drained.
Rain keeps the low ground wet. NOAA's 30-year normal for the Hazlehurst weather station is about 51 inches of rain a year. Nearly 17 inches of it falls from June through August. FEMA's flood map shows minimal flood hazard downtown, but stretches of Gully Creek and Mill Branch are high-risk Zone A.
Water runs to the lowest spot on a lot. When that spot is the drive, the base stays soft and the surface breaks up. So we grade the drive first, then raise and crown it to shed water to the edges. Before any machine grading, state law calls for a Georgia 811 locate request.
Hazlehurst, the seat of Jeff Davis County, grew up as a rail stop and a tobacco market town. Census estimates say about a third of its homes went up in the 1970s. The median home in town dates to 1975, and about 7 in 10 are single-family houses. A drive as old as the house may be thin gravel or worn asphalt by now.
New building is slow: the city permitted between 2 and 12 new single-family homes a year from 2021 to 2025. So in town, a paving job usually starts with an old drive. A worn gravel or asphalt drive can often take a topping of recycled asphalt millings. We grade out the low spots first.
Hot mix asphalt is the other choice for a drive in town, and we pave it too. The city's Public Works department keeps up almost 45 miles of streets and sidewalks. Before a new drive ties into one of those streets, check with City Hall.
About 7 in 10 Jeff Davis County residents live outside the Hazlehurst city limits. The county keeps up over 360 miles of dirt roads and about 209 miles of paved roads. About one home in three in the county is a mobile home. A home set back from a dirt road can need a long drive and a parking pad.
The 2022 farm census counted 195 farms in the county on about 46,300 acres. Cotton and peanuts take up the most cropland, and poultry and eggs bring in the most farm sales. A lane to a chicken house or a field has to carry loaded trucks in wet weather. Thin gravel over wet sand ruts fast under that load.
The county's code says the county will not grade or build drives on private land. So a farm lane is the owner's to build. We build farm lanes and private roads up in layers and top them with recycled asphalt or chip seal. On a new homesite, a crusher run or gravel drive can come first, with millings on top later.
It depends on who owns the road. Inside the city limits, start at City Hall on Cromartie Street. The city's building inspector and code enforcement officer works there and can tell you if a permit applies. Zoning requests go before the City of Hazlehurst Zoning Board.
On a county road, the county code asks for written permission before a private drive joins it. That request goes to the Board of Commissioners and describes the drive and the pipe for its ramp. The code sets that ramp at 20 feet wide or more for a home, and 30 feet for other uses. The ditches and pipe are the applicant's to provide.
US-341, the Golden Isles Highway, crosses US-221 in Hazlehurst, and both are state routes. GDOT requires a permit before any construction work in a state right of way. Jeff Davis County falls under its District 5. We point you to the right office first, for a drive or a small church or business parking lot.
