Recycled Asphalt
Recycled asphalt driveways are our specialty, built from crushed and screened asphalt millings. We lay them with a paving machine and pack them in with a vibratory roller.

On a low Kingsland lot, a thin gravel drive ruts, and puddles sit where it meets the street. The town sits on low, flat coastal plain, and the city's flood protection flyer names four sources of high water. They are the St. Marys River, Gum Branch, Little Catfish Creek and low ground near the coast. Every drive we build as an asphalt paving contractor in Kingsland starts with a plan for that water.
We are All State Trucking, Paving and Construction, an asphalt paving contractor out of Waycross. Kingsland is part of our service area, down US-1 to Folkston and east on GA-40. Crushed recycled asphalt is our specialty, and we lay recycled asphalt driveways with our own paving machine and vibratory roller. Kingsland's ground changes from block to block. At City Hall, federal soil maps show Albany fine sand, sandy for more than 40 inches down. From December to March, the water table in that sand rises to about 20 to 30 inches down.
A few blocks away, the low spots are Brookman clay loam, a slow-draining soil. In late winter and early spring, its water table can reach the top foot of soil. Within about 2 miles of downtown, Brookman and Pelham loamy sand cover about 4 in 10 acres. Both are mapped as flooding often.
The survey even has a soil named Kingsland. Kingsland mucky peat is a swamp soil, wet all year, first described near the St. Marys River. The base of a Kingsland drive has to stand a little above the yard, with a crown down the middle. Grading and crowning the drive is our first step, ahead of the millings or stone.
Naval Submarine Base Kings Bay sits just east of Kingsland, and the town keeps growing. Kingsland had 18,337 people at the 2020 Census, the most of any city in Camden County. The Census Bureau's estimate for July 2025 is 21,299. From 2021 through 2025, the city permitted about 820 new single-family homes, 224 of them in 2025.
Most homes in town are young. Census survey data puts the typical home's build year at 2000, and half went up in 2000 or later. About 6 in 10 are detached houses, and about 1 in 7 are townhouses or other attached homes.
Homes built in the 1980s and 1990s make up more than a third of the housing. If a drive that age has gone thin and rutted, we regrade it and cap it with crushed recycled asphalt. For owners who want stone, we put in crusher run and gravel drives with our own dump trucks. About 7 in 100 homes here are mobile homes, and we put down recycled asphalt pads for those lots.
The City of Kingsland keeps up about 180 miles of public road. For a drive onto a city street, start with the city's planning and building office. The city's flood flyer says land changes need a city permit, even re-grading or filling in the floodplain. The city's flood code also counts paving as development.
Past the city limits, any new drive that joins a county road needs a permit from Camden County Public Works. County staff inspect the site and set the culvert size. The owner pays for the culvert and its install, and the county inspects it once it is in.
Lee Street, which is US-17, meets GA-40 in the middle of downtown. Both are state routes, and drive work along them waits for a Georgia Department of Transportation permit. Camden County leaves the ditches along state roads to the state's local maintenance office. Each office decides for its own roads, and we can tell you which one to call.
After Hurricanes Irma and Matthew, the city reported flooding in Kingsland West, The Lakes and Summerfield. The Laurel Island area flooded to a lesser extent. Camden County says about 35 percent of its residents live in the 100-year floodplain. On lots like these, we grade the drive so rain sheds off it and away from the house.
Ditches carry that water off, and the city asks owners to keep them clear. Its flyer warns that even grass clippings and branches can plug a culvert. Under city specs, both culvert ends must reach at least 3 feet past a paved drive. The flyer also says Public Works will visit a property to review a flood problem, on request.
Church and shop lots need that drainage too, and our small parking lot paving ends with line marking. Kingsland's storm water code lists approved ways to hold rain on a site. One is a parking area with restricted storm drain inlets. The city sets what a new lot needs, and we pave to that plan.
