Recycled Asphalt
Recycled asphalt driveways are our specialty, built from crushed and screened asphalt millings. We lay them with a paving machine and pack them in with a vibratory roller.

Downtown Douglas sits where US-441 crosses GA-32, in the middle of Coffee County. Around town, the ground shifts from sandy rises to wet flats along the creeks. On a slope, a hard summer rain cuts ruts down a gravel drive. In a low spot, the drive stays soggy and sinks under the tires.
Douglas is part of the service area for All State Trucking, Paving and Construction, a Waycross asphalt paving contractor. Our specialty is the asphalt millings driveway, with crushed, screened millings laid by a paving machine and rolled in. We also lay hot mix asphalt here, and our dump trucks bring in gravel for drives. Call or text (912) 239-0212 with the address of the drive, and we will book a free estimate.

The NRCS soil survey shows two kinds of ground around downtown. Tifton loamy sand and Carnegie sandy loam cover the rises, and both drain well. The Carnegie ground lies on slopes of 3 to 8 percent and is mapped as eroded. On ground like that, rain runs down the drive itself and carves ruts in loose gravel.
The flats hold water instead. About a fifth of the ground near downtown is Pelham loamy sand, a poorly drained soil in the NRCS ratings. During the wettest months, its water table rises to roughly half a foot down. Along Twenty Mile Creek, the soil maps show bottomland that floods often.
The city's own flood flyer traces repeat flooding to rising water in low-lying areas during sudden, heavy rain. That is why paving in Douglas starts with the grade. A crowned top sends rainwater off to either side. Before machine grading starts, a Georgia 811 ticket gets the buried lines marked.
Most Douglas homes have some age on them. About half went up before 1980, Census survey estimates show. Only about 4 percent were built in 2010 or later. Detached houses make up about 71 percent of the city's housing.
The Gaskin Avenue neighborhood carries a National Register listing for its historic homes. Chester Avenue, near the hospital, mixes homes of many types and ages. Touchton Woods, north of the GA-32 corridor, is a well-established neighborhood. Golf Club Road is a stable residential area near the golf course.
City crews keep up about 150 miles of paved streets and still grade the dirt ones. An older gravel drive tends to lose its stone at the edges and hold puddles in the middle. We can regrade an old gravel or asphalt drive and cover it with a fresh layer of millings. Hot mix asphalt gives a smoother, darker surface, and that is work we do too.
Census Bureau estimates for 2025 put about 6 in 10 Coffee County residents outside any city limits. Coffee County's 2023 plan counts 600 miles of dirt roads. It says many newer subdivisions were built on dirt roads, with erosion problems and upkeep costs. The plan notes the county allows unpaved roads in subdivisions of ten homes or fewer.
New homes keep going up out there. From 2021 to 2025, Census permit counts for the county ran about 50 to 90 single-family houses each year. Roughly four of every five were outside Douglas itself. In southern Coffee County, around Bay Meadows, scattered subdivisions dot mostly rural land, and dirt roads are common.
Mobile homes make up about 31 percent of the county's housing. On a rural lot, each one still needs a solid drive and a firm spot to park. We build both in recycled asphalt. For a new house, we can lay a crusher run gravel driveway now and add millings later.
Coffee County had 541 farms in the 2022 Census of Agriculture. About 62 percent of their sales came from poultry and eggs. That means heavy trucks rolling down farm lanes to the poultry houses, wet day or dry. We pave farm lanes and private drives in chip seal or recycled asphalt over a graded, crowned base.
In town, no drive may join a city street until the city issues its driveway permit. The application goes to the City Engineer. Within the street right of way, the code sets the drive at 6 inches of concrete or asphalt. Ask the City Engineer what your apron needs before work starts.
US-441 and GA-32, which cross downtown, are state highways. GDOT must issue a permit before anyone builds or widens a drive onto them. County roads have their own rule: Coffee County issues the driveway permit there. The county supplies only the pipe and dirt for the entrance, and its crews stay off private property.
Paving a lot in town? The city's Parking Lot Permit application covers new lots and the resurfacing or restriping of old ones. It asks whether the work adds or replaces 5,000 square feet of hard surface. The code also lets a church keep up to half its required parking on stabilized grass.
Our small parking lot paving is sized for church and shop lots, in hot mix or millings. Line marking can follow once the paving is done. Before any project begins, the city's Building Inspections and Permits Division asks owners to call.
