Recycled Asphalt
Recycled asphalt driveways are our specialty, built from crushed and screened asphalt millings. We lay them with a paving machine and pack them in with a vibratory roller.

Early Baxley sat on a strip of low pond land, as the New Georgia Encyclopedia puts it. The ground around town still acts that way. After a hard rain, water stands in low yards and roadside ditches long after the storm. A sand or gravel drive goes soft, and ruts open where cars turn in.
Baxley is part of our service area, roughly 45 road miles up US-1 from Waycross by way of Alma. All State Trucking, Paving and Construction is a Waycross asphalt paving company that works across Appling County. Recycled asphalt driveways of crushed, screened millings are our specialty, and we pave hot mix and build gravel drives too. Call or text (912) 239-0212 to set a time for a free estimate.

Take a block of ground about three miles across, centered on downtown Baxley. NRCS soil maps rate more than three-quarters of it poorly or very poorly drained. The rest is rated somewhat poorly drained. The biggest share, about a third, is Pelham loamy sand mapped as frequently flooded.
Nearly a quarter is Surrency loamy sand, a soil first described from Appling County ground in 1969. Its reference site sits just off the old road between Baxley and Surrency. NRCS puts its water table within 6 inches of the surface all year. From December to April, water ponds on top of it.
Mascotte sand covers about a fifth, and its water table comes within 18 inches of the top in most years. Rain comes in every season here. NOAA's 30-year normals for the Surrency station, about 10 miles east, come to almost 46 inches a year. Even the three winter months bring close to 11 inches.
Here, a drive needs to ride higher than the yard around it. We build it up and give it a crown that sheds rain to both edges. That is why grading the drive comes first, before any surface goes down.
Baxley's homes run older than the state's. By Census estimates, the median home in town was built in 1982. For Georgia as a whole, it is 1992. More than a third went up before 1970, and fewer than 1 in 10 after 1999.
About 1 home in 4 in town is a mobile home, and about 4 in 10 occupied homes are rented. By now, an older drive may be thin gravel with ruts and bare spots. We grade the ruts flat, then the paving machine spreads millings over the old stone. Next to a mobile home, a millings parking pad keeps the cars out of the mud.
New houses still go up in town. The Census Bureau's permit survey counts 17 new single-family homes in Baxley in 2024, and 17 more in 2025. Its 2025 estimate puts the town at 5,058 people, up from 4,942 in the 2020 Census. On a bare new lot, we spread and grade crusher run or crushed concrete delivered in our dump trucks.
Churches and small businesses in town need parking that drains, too. Small lots get the same graded base, topped with recycled asphalt or hot mix. We can also stripe the parking spaces on a lot we pave.
Past the city limits, most county roads are still unpaved. GDOT's 2024 mileage report lists 596 of Appling County's 859 county road miles as unpaved. About 7 in 10 Appling County residents live outside its three towns, by the 2025 Census estimate. Across the county, Census estimates count more than a third of homes as mobile homes.
The 2022 farm census counted 495 farms in Appling County, on about 119,000 acres. The county ranked first in Georgia for tobacco sales. Poultry and eggs made up about two-thirds of farm sales, and cotton took the most crop acres. Loaded trucks use the private lanes out to those fields and poultry houses.
On ground this wet, loose stone gets pushed down into the sand under heavy loads. Our private road paving builds a lane up in layers on a crowned base. The top layer can be millings or chip seal, whichever suits the lane. We build long home drives off the county's dirt roads the same way.
The answer turns on which road your drive meets. Inside the city limits, permits go through Baxley City Hall. City code enforcement is based at City Hall as well, on East Parker Street. Out in the county, check with Appling County's Road Department before a drive ties into a county road.
US-1 runs through downtown as Main Street, then heads north toward the Altamaha River as Hatch Parkway. US-341 crosses it at the center of town as Parker Street and leaves town as the Golden Isles Highway. Both are state routes, so GDOT's permit comes before any construction work in their right of way. GDOT's District 5, Area 1 office covers Appling County.
For a home driveway, the GDOT application goes to that area office. GDOT counts a drive serving more than four homes as commercial. Those applications go to the district's access management office instead. The office that owns the road has the final word on its permit.
Georgia's one-call law counts machine grading as excavating. Georgia 811 asks for the locate request at least 3 business days before the work.
